Can not load 4.1.3

When I install the new release, all seems fine until it comes to "registering fonts", this step shows 3/4 complete and then never ends. Any suggestions on how to fix this problem ?

I suggest you rebuild the font cache in Windows 10. I found this posting on how to do that:

Note that you should restart Windows after doing this; then try to install OpenOffice 4.1.3 once again.
