Can't install update

I have downloaded OOo 2.3.1 and tried to install it. Everytime it gets to 'Validating installation' and then says:

The following applications are using files that need to be updated by this setup. Close these applications and then click Retry to continue: 'OpenOffic.org 2.3 (process ID 2240) ' [process number varies]
RETRY IGNORE'

There is no such application referenced in Task Manager, and I get the same result even after clean Boot.
Sytem: Vista, currently running OOo 2.3.0
Has anyone else had this problem?

If you see the Quickstarter (over in the System Tray):

Right Click on it and select Exit Quickstarter

Now give the install a try.

Do you have the Quickstarter of OOo enabled? If so, disable the Quickstarter.
