Scrolling with finger on tablet screen

Hi I have windows 8 tablet
Is there any way to enable scrolling with finger on touch screen?

It could be an issue with hardware certification. If the screen has not been certified by Microsoft, touch functionality will be limited.
It could also be a gesture setting. I do not have Windows installed where I sit now, so I can't give any specific advice on that.
Also, if you have a proper keyboard attached it could be a stuck modifier key. This happens quite often with wireless keyboards, when the "key release" signal does not reach the computer. Press and release all modifier keys in turn (shift-/ctrl-/alt-/fn-/window-keys) to rectify this.

Alas, on my Getac on Windows 10, two finger doesn't work. Windows intercepts the 2 finger detect and shows the drag shadows, but no scrolling happens.

This post suggests it is not properly supported but there is a hack to work around the limitation:

It would be awfully convenient if LO/OO supported touch gestures under Windows 10
