Error 1303 on Windows 7

So, I was trying to upgrade Openoffice 3.1 to 3.2. As most of you heard of this Error where the installer does not have the privileges to install access directory. I have checked the user status and it is fully operational and it still doesnt work. I ran the program as the administrator and no changes, I even DL and installed msvc90 (which I dont think I needed to do)...
What should I do?

I've never seen this error. Have you asked on a Windows 7 forum?
