I have set up shortcuts to use in writer and have purchased a new laptop and want to export the shortcuts I have made from my old laptop to my new laptop.

You can copy the user profile from the old computer to the new one and transfer all of your customizations. The user profile can be found on Windows by opening any folder and entering
%appdata%/openoffice/4
into the address bar near the top of the folder window. That will take you to a folder containing a folder named user. Copy that to a thumb drive and put it in the same location on the new computer. I suggest you rename the existing folder on the new computer rather than deleting it.
