Downloading OpenOffice
I have installed Open Office, uninstalled and re-installed it, but when I click on it it still comes up to install again and again.

Which operating system are you using - Windows or macOS, or linux? The method of installation differs for each.

I am using Windows and i have read the guide. I have never had trouble downloading and installing anything before.

If by "clicking on it" you mean you are clicking on the downloaded file, of course it will reinstall, as that is its purpose.
In course of installation it should offer to place an OpenOffice icon on your desktop, which icon will give access to the installed program. You should also find the installed program accessible from a menu entry reached from Start Button.

Clicking on Open Office to open it so I can use it. It just starts the install over again which I have done all the way to finish at least 6 times.

Apache OpenOffice does not name anything "Open Office". Did you download from the official download site https://www.openoffice.org/download/ ? If not, then you should uninstall what you have then download and install the official program.

Do you find an OpenOffice in your Windows start menu? Hit your Windows key and type "open" (without the quotes). Does it find an OpenOffice entry?

Isn't there someone I can talk to? I have done everything I'm supposed to do and followed all the instructions. The icon on my computer has a GREEN arrow pointing down. I have installed any programs on my computer without any problems. I had open office before, but I kept getting bills from Microsoft Office.

The icon with the arrow is the installer.

If you have clicked the icon with the green arrow, it should move into installation mode. That, as far as I remember, will make a folder on desktop of the unpacked files, then it will proceed to install OpenOffice into a Programs directory, and offer to place an icon on the desktop to allow running the OpenOffice program. After a successful installation the folder and the downloaded file may both be deleted, leaving only the desktop icon.
The icon for execution I see on the desktop of my little used Windows machine is a blue circle with two white seagulls(?) and a small square box superimposed bottom left with a diagonal arrow.
Do you get any error messages when you click the downloaded file?

The icon with the green arrow can not be used to start OpenOffice. It is the icon that starts the installation. The icon should be deleted and OpenOffice should be started from the Start Menu. See this old thread which describes a similar problem where the icon had been pinned to the Taskbar:
