I have a mature HSQLDB 2.3.3 database running on Java 1.8.0_171 in server mode. The machine is a windows server 2012 r2. I have windows tasks set to run every night to shutdown the database, backup the database and then restart the database. Lately all the tasks are running except for the last task. The task runs, but it is not restarting the database. I have the tasks set to run .bat files here is the server.startup.bat file:

Looking at the task manager when the server is in this state, there is no java running and if I try to manually start the task again nothing occurs. I have to restart the machine and then run the start task and everything works again. Any ideas?
