I "Use Wizard to Create Report" and finish it.
I choose "Modify report layout" at the end.
I edit the format.
I save and close.
I open the report.
The formatting I applied is only applied to the first page.
Please try to keep it simple.

Found it.
Set "Next Page" to default
ONLY works the FIRST TIME you edit it.
