I recently lost my hard drive.
I got a new HD with a fresh install of Windows, re-installed Open Office (with the latest version 4.1.3) and recovered my data from an on-line backup service.
My writer and calc files all open fine, but I have a base database that won't open. An attempt to open it will pop up a dialog asking me to select a filter.

A few questions / suggestions.
Since, per your description, you have installed OpenOffice 4.1.3, on a Windows 7 Pro 64 bit machines, you must have a Java 32 bit installed, and, registered for use by OpenOffice. Since, OpenOffice 4.1.3 ONLY is a 32 bit application, it must use a 32 bit Java ( NOT a 64 bit version ).

- From the Menu: Tools -> Options -> OpenOffice -Java
- Use a Java runtime environment should have a check mark,
- Correct ( 32 bit ) Java version radio button should be selected
