Draw on JPG image

I have a drawing in JPG format and I want to modify it. How can I import it into OpenOffice Draw and then work with it?
OpenOffice 4.1.6 Windows 10

Draw is designed for managing vector based images, not pixel based images like JPEG. You need to use an image editor such as IrfanView or GIMP.
