Draw will not group a rectangle inside another. Had to fake.
Would not group. Had to group them apart. Then edit group move one rectangle inside the other. Sort of lame.

I drew two rectangles, one inside the other. I was able to click on the smaller one to select it and then held down the Shift key and clicked on the edge of the larger one to also select it. The display looks like only the larger one is selected but I could right click and select Group and the two object do form a group.

"Rectangle select" (drag a selection rectangle so it surrounds both objects completely) should also work.
