Is it possible to convert OO format to epub3 fixed layout?

Does anyone know... if it's possible to use OO Draw to prepare for a Children's Book with 2-page spread (picture / image) and have it converted from OO format to PDF and maybe then to epub3 fixed layout (???)

OO format to PDF is simple - use /File /Export as PDF. Best to work in OO's formats. I can't answer for epub3. Make all changes in your OO format document and recreate the PDF to include these.

I know, but to distribute the Children's Book to Smashwords.com, they do require epub3 fixed layout. That's why I wonder if there is any compatible program out there that I can use to convert with ease to view in all mobile devices / ebook platforms.
