I want to paste the images as new objects in draw from the clipboard. However instead of having my image display on Draw, it fills out a previously made rectangle. I wonder if there is a way to tell draw to generate an image inside the document as opposed to a fill.

Unselect the previously made rectangle object before you paste the image. (Just click on an empty area of the page, or push ESC key.)

This sounds like a known bug in recent versions of AOO. I've heard that it's fixed in the current version, but it people still report some kind of problem pasting images.
You can try the current version, or you might try Paste > Special > (as) Bitmap.
I believe the workaround is to paste into a new drawing (or empty slide), then copy/paste into the target slide.
