Draw: aspect ratio and moving stuff by small distances

I have two questions about Draw:
1.) How can i resize something in a way, that does not allow me to change its aspect ratio (it is annoying, to always be cautious, i do not accidentally distort the object)?
2.) How can i move, rotate or change objects by very small amounts?

1) works. Thank you!
2) is difficult, because i do not see the results immediately. What do i do, if i want to draw a line from a specific point to another specific point, and determine those points with at least single pixel accuracy?

Simpler said, i want the line to end exactly, where i go with my mouse, not just somewhere near there.
