Can i draw Lewis dot structures and chemical structures of chemical compounds, elements using OpenOffice Draw like structure of HCLO₄? if yes, how?

The quick answer is yes, manually...

I would advise to use a dedicated application for such specific task and then import it in AOO, either as a pic (.png or better, as a vector object .svg if possible).
