is it possible to create a circle (or a circle segment) with Draw by three given points, similar to e.g. what can be done with Visio?

Yes, you can do it by usage the CADLO extension.

So I just tried this, but it seems that the points are only there while actually drawing the circle, but not afterwards in order to adjust it.
And while drawing the circle, I can't get the points to snap to anything.
So it seems that the circle can't be drawn exactly through three existing points, can it?
Also, is it possible to draw a simple circle exactly from an existing middle point? I can't seem to get this to work although I have snapping enabled.
