I can only move my drawings in millimeter increments.
What do I have to do so that I can move lines (including circles and other figures) in smaller steps (e.g. pixels? or e.g. 1/10 mm steps?).

Remember that you can specify in decimals of a millimeter, such as 12.34 mm.

(Assuming the questioner wants to move graphical objects by dragging themwith the mouse.)
There is the setting 'Snap to grid' under >'Tools'>Options'>OpenOffice Draw'>'Grid' and the same dialog allows to choose the related resolution settings. (And there are additional snap options.)
If your steps are 1 mm each you will have set the main grid to 1 cm steps with 10 intervals (9 subdivisions).
Since even tinier intervals should not be recommendable:
You can disable the 'Snap to grid' permanntly. (I wouldn't recommend that.)
You can temporarily disable the snap feature by pressing 'Alt' in addition to the left mouse button when dragging a shape.
(Please note: 'Ctrl' in addition will create a copy of the shape which then will be dragged.)
