We are trying to rotate a a clipart image and it has been very frustrating.
When the image is selected there is no position and size dialog. Not greyed out just missing. Like nothing is selected Select a text box and the dialog is there. I know how to do it because I can do it on my pc but the mac is a no go ....what gives?

Have you tried the latest version of the AOO or the LibreOffice on MAC?I can do it on my pc but the mac is a no go ...

No need to dialog access.
When you select picture, click a second time on the picture. Now, you can rotate easily with red handles:
