AFAIK, toolbar themes are set by the operating system. I'm not aware of any toolbar theme settings in LO. Are you referring to a particular icon style that's in LO but not in AOO? My toolbars arent "bluish" in Windows 8.
AOO 4.1.5 and LO 6.0.3.2 on Manjaro MATE

It's same feature of firefox. You can change color and add picture on toolbar.
Yeah. In windows 8, it's gray.
It' not important feature though.

In OpenOffice (and presumably LibreOffice) one can make some minor adjustment by changing the icon theme - in OpenOffice under
/Tools /Options /OpenOffice /View.

Note that /Options is under Preferences on a Mac.
Apache OpenOffice 4.1.6 on Xubuntu 18.04 (mostly 64 bit version) and infrequently on Win2K/XP
