I had no idea that any user could make a "global announcement".

They shouldn't. But permissions are User group + Forum based. I seems there are forums where permissions are wrong. In fact, I can see the possibility to create a global announcement myself on the Extensions forum, but not on General discussion, for example. Forum permissions needs to be reviewed for registered users group on a forum by forum basis, it seems.

Indeed, there was a couple of forums where stickies and announcements were allowed.
Should be fine now.
LibreOffice 7.6.2.1 on Xubuntu 23.10 and 7.6.4.1 portable on Windows 10
