Moderator log question

Rather silly, I found a topic in the Quarantine section of the Dutch nl forum that didn't belong there IMO, but there was no reference to its being moved there in the moderator log. Is that normal?

I would assume that someone started the topic in that section by mistake.

I found that it was a double post, and started by a user with post count 2, he didn't reply to the post that wasn't removed, and Quarantine is hidden for non-staff.
