Convert-to dbf from CSV

I am working to build a workflow that will convert CSV files to DBF. The CSV can import all as TEXT. I have the following but it won't work:

C:\Program Files (x86)\LibreOffice 5\program\soffice --convert-to --headless dbf C:\Users\jdavidson\Desktop\Convert\*csv

The above does not work for me. Any help on this would be greatly appreciated. I also have the same version on Mac OS Sierra if that is easier to use, but I was having trouble accessing the paths for anything on there.

How is this conversion possible anyway without passing any arguments to the filters?
