I experience this error and it is repeatable:

1 Open an existing presentation.
(Slide 1 is automatically displayed.)

2 Select slide 2.
(Slide 2 is displayed.)

3 Select the notes tab.
(Slide 1 notes is displayed.)

Step 2 can be any slide other than slide 1.
Do other people experience this error?

It does that. Now just click on your desired slide and you will see the notes for that displayed.

Of course but I hope it gets fixed because it is very annoying. My current presentation has 35 slides and will have more. I only get seven slides displayed at a time in the left pane. That means that I have to do a lot of scrolling down to get to the right slide.

Also, it does not happen only after loading a file, but at other times.

Is there a way to report bugs to the developers?

EDIT: Here is another example:

With notes showing, select slide 32
(note 32 displays)

Select some text on note 32.
Select slide 31
(slide 1 automatically shows in the left pane as selected and slide 1 note displays. I have to scroll all the way back down to slide 31 and select it in order to work on note 31.)

Every time I add a new slide I with notes or edit it have to go through that. That seems to me to be a serious bug.

If your slides are named, or if you know the slide number, you can use Navigator to move quickly about the slides. I find naming a slide is useful, particularly if one wishes to make custom presentations from a large collection of slides. To do that, look at /Slide Show /Custom slide Show and select those slides you require for a particular audience; you can name that selection with a meaningful name, then make another selection for a different audience.

The Navigator will allow one to go quickly to any slide - in process of making a presentation this is often the last slide if one makes the presentation sequentially, and there is a "last slide" button on Navigator.
