Insert Picture greyed out

I wanted to insert a picture in an Impress presentation and the insert picture menu item is greyed out and not functioning. Any ideas?

Can you make other changes to a slide? For example, change text or add a graphic shape.
How did you try to insert the picture? What steps did you follow?
