I wonder if it is possible to - from command line
to create an impress document and populate it with all the jpegs from a given dir.
Maybe have 10 jpegs per slide so a dir with 35 jpegs ( all the same size )
would create 3 slides 2 full , 1 half full.

There is a macro (Google is your friend here) that will create a slideshow from a set of images, one image per slide. I doubt that it will allow more than one per slide.
You could also use something like ImageMagick that can take a set of images and combine them into one image, like a contact sheet. It's all command-line-driven: http://www.imagemagick.org/Usage/montage/
Once you have the montage images, it's easy enough to make the Impress slides.
