As this is a rather frequent question from users in forums, you'll be pleased to find now a dedicated area for templates:

http://templates.services.openoffice.org/

You can also upload your own templates:
This Template Repository is a place for the submission of new templates made by you, the community!
You created a nice template? Submit it, get feedback and help others to be more productive!
NB: you need an OOo account to upload files, if you've already an account (to access the Issue Tracker for example), you can use it.

Enjoy!
Let's discover the power of the community regarding creativity!

They seem to download as compress files, but I can't see how to access the templates after I open the folder in Windows Explorer...

If you are using Internet Explorer this silently renames the file to type .zip (complain to Microsoft!); take the .zip file, rename it to .ott if a template or .oxt if an extension, then double click on it and OO will install it automatically.
