I've been able to create a text box and rotate it but when I save the document and then reopen it the rotation changes to 2 degrees and the box gets larger and changes shape.
Am I missing some formatting step?
Solution was the file format. I was using .doc
Works fine using .odt

How much degrees was the rotation value originally?
- maybe it is a rounding issue,
- or maybe it is an unit-related problem: degrees vs. radians,
- or maybe it is an incompatibility problem with the foreign, never standardized and obsolete file types: .doc
We can guess only without your sample file.
Can you upload an .odt type sample file here?

IIRC there are bugs with Draw items when saving as a .doc file.
