Open Office on my 2011 MacBook Pro won't migrate to my new 2021 MacBook Pro

You (or someone) installed OpenOffice on your old computer. If you have a new computer and want to use OpenOffice, then you have to install it there too.

After you've installed OpenOffice on the new Mac, you perhaps have OpenOffice documents on your old Mac which you want to use on the new one. This is no different than wanting to migrate any type of document to your new machine. Apple has instructions for that process. Using your new Mac, in Finder, Help → Search → Migrate → Transfer info to Mac from another computer or device. If this is a recent purchase from Apple, they will help you with that process.
Do you know that your new Mac comes with a pre-installed office suite? It is different than OpenOffice but provides many of the same features, and will be convenient for you because Apple will keep it updated as you install MacOS updates.
