A frequent cause of spelling failing is that one has not the desired languages selected in the Paragraph and Character Styles in use. If this is the case, when cursor is in a paragraph where spelling is failing, either "none" or an incorrect language will be shown in the middle of the Status Bar (bottom bar of OpenOffice window); to see this you may need to select /View /Status bar.

When you start a new document from some template, possibly downloaded from the web, the new document may inherit wrong language settings from its template.
Open the template for editing. The window title shows filename.ott instead of "Untitled 1".

menu:Tools>Options>Languages>LanguageSettings> Choose your "Default Western Language" and check "Current document only". Then save your template and the next document from that template will inherit the right language.
Without "Current document only" being checked, this setting applies to brand new documents from scratch.
Please, edit this topic's initial post and add "[Solved]" to the subject line if your problem has been solved.
