Shortcuts to promote/demote chapters in Navigator
The question is pretty easy. With Navigator, we can quickly move chapters up and down, and also change their level, by pressing buttons, like shown is sceenshot. But is there keyboard shortcuts for this? I tried different combinations of Ctrl/Alt/Shift + Up/Down/Left/Right. Strange, but doesn't work...

If I understand you correctly, your suggestion is about putting table inside the frame? So, the frame will stay on the page and will not move anywhere.
From my point of view, it's not very suitable for large tables. Please, correct me if I misunderstood your idea )

It's easily editable in the document xml, but that's not a practical workaround for most people. That's why, for "general user" it could be better always use bookmarks for futher referencing. (Together with VisibleBookmarks extension, for most convenient experience). It seems there is no ...

As I discovered, one may try to open txt file with Writer. The result will be the same, i.e. with incorrect encoding. For me, it just hard to focus (I mean, mind concentration) with large documents. For some reason, I always have a strong desire to split them into small separate things.
