Has the new UI came Already?

I just didn't checked my Open Office for ages and now getting an urge to install it again. Hope I get a positive answer
OpenOffice 3.1 on Windows Vista

New UIs don't "come".
The UI in OpenOffice4 is the same as in 3.1 but there is LibreOffice where the same UI looks a little bit more modern.

The sidebar was introduced in OO 4, but I wouldn't call that a new UI.

I'd be very surprised if the UI for OO was ever changed drastically. As far as I understand, it would require a huge effort, on the same scale as re-building the whole thing from scratch.
