Note that this will put a line border on the text margins (I think because they're known to be in the printable area of a page... some printers require a half-inch minimum margin, for example, for the sheet-feed rollers so they can't print in that area). You will want to modify the "spacing to content" values; otherwise the text will hug the margins as it's supposed to do, but with a border there isn't automatically space padded into the margins.
If you mean a decorative graphical border, you'll need to create that in Draw on a page the same size as your document page, save it as .png or whatever, then set it as the page background in Writer (Format> Page> Background, change "As" from Color to Graphic).
